Former North Midlands Under-18 locks Huw Taylor and Andrew Kitchener have kept their places in the England Under-20s starting line-up for the final Six Nations match against France at Stade du Hameau in Pau on March 18 (5.45pm GMT).
Worcester pair Taylor and Kitchener, the younger brother of Leicester lock Graham, both played in the defeat by Wales in Bristol last week but former North Midlands Under-18 flanker Sam Smith misses out because of injury.
England’s are second bottom in the group and are preparing for the World Rugby Under 2os Championship in Manchester.
Head coach Jon Callard said: “The changes to the starting XV and the bench allow us to look at various options and combinations with the World Rugby U20 Championship in mind.
“It also provides further experience for a number of players including Cameron Cowell who has a chance to show what he can do at this level.
“The pathway is all about player development and, as part of that, it is always great to work with Simon Amor [England Sevens head coach]. We are grateful to him for giving Cameron this opportunity.”
France Under 20s have not lost at home in the tournament since Wales visited Clermont-Ferrand in 2013.
The last six meetings between England and France have been shared with three wins apiece, but the last time England U20 won in France was in the Six Nations in 2010.
“France is always a tough but enjoyable challenge,” added Callard.
“They love their rugby over there, the supporters come out in force and it is a great atmosphere.
The Championship has not gone as we wanted but we are excited about the chance of playing another international and have the attitude, energy and desire to finish on a high.”
