REGULATION 15 – 2020/2021 Season
All Clubs are required to apply for Club Approval irrespective of them being granted it last year. This is an ideal time to start by getting the Club Approvals out of the way before applying for Player Approvals, especially if you want to train together at Adult level. All Documentation can be found in Regulation 15 except the Club Policy of playing 17’s in the Adult Game, a template of which I can provide on request.

REGULATION 15
Regulation 15 allows 17 year old players to play adult rugby except for in the Front Row.The Regulation allows Clubs to seek approval to by first obtaining the Club Approval from the Constituent Body and then seeking approval for the player(s) from the CB.
Both forms can be found on www.englandrugby.com/regulations.
When complete the Club Approval should be sent tocbplayerapproval@gmail.com.
North Midlands RFU have published a flow chart of the process together with notes for guidance (.Club CB Approval). Remember there can be league point penalties for playing a 17 year old without approval.

North Midlands RFU are specifically aiming at high quality coaching to develop a strong pool of talented young players in the region. Appointed coaches will have the opportunity for mentoring and help with their own Continuous Personal Development and play a significant role in the development of North Midlands Rugby.

Please be advised that the North Midlands RFU Annual General Meeting is to be held at 7.30pm on Wednesday 27th June 2018.
I will issue a formal calling notice once the venue is confirmed.
This is an important event in the North Midlands RFU calendar, providing an opportunity to elect the Officers of the Union, and propose changes to the current rules.
I have attached a copy of the rules for you information and your club’s future reference.
The Officer position subject of election at the AGM are as follows;

Community Game Update to become monthly from May 2018

Following recent feedback, and a subsequent review of communications to the game, we are making some adjustments to the Community Game Update. We will move this to a more consistent communication that will he issued on a monthly basis. The emails will be sent on the Friday of the first full week of each month, with the first scheduled release dates as follows:
- Friday 11 May
- Friday 8 Jun
- Friday 6 July
- Friday 10 August
- Friday 7 September

2018 Annual General Meeting

Tyrrell’s Premier 15s Final ticket information released – be part of rugby history!

The Tyrrells Premier 15s is fast approaching the inaugural final with the second leg of the play-offs taking place this weekend. Saracens will host Gloucester-Hartpury while Harlequins will take on Wasps, all hoping to secure a place in the final on April 29th at Ealing Trailfinders, KO 3pm.
Tickets for the final are on sale now priced at just £10 for adults, while kids go free! The game offers a great opportunity for clubs to get behind the women’s game, which has seen significant development with the introduction of the league.

England Rugby’s ‘Aspirational Teams’ in action between April & June

The fixture season is well under way for England Rugby’s four ‘Aspirational Teams’ with England Counties, England Counties U20s, England Counties U18s and England Students all in action between April and June.
- England Counties U18s began with an impressive series win at home over their Irish counterparts while England Students travel to France this week for two matches against France Universities on 15th and 20th April.
- England Counties U20s will travel to Georgia to two fixtures on the 19th and 25th of Maywith the schedule culminating with England Counties’ tour to Romania.
- England Counties is the flagship team of the community game in England and offers players from National League One and below the opportunity to represent their country. Last season the side toured Spain, finishing the trip unbeaten as well as having undertaking community outreach work while out there. They are set to face Romania U23s on 1st Junefollowed by Romania A on 8th June.

Mitsibushi Motors: Access All Areas is back for 2018

As Performance Partner to England Rugby, Mitsubishi Motors’ England Rugby, Access All Areas is back – a 3-part series of fantastic events taking place over the coming months.
- Train at Twickenham – on Sunday 29th April, one lucky club will have the opportunity to bring one of their youth teams to experience a training session on the hallowed turf of Twickenham Stadium.
- Coach the Coaches – on Wednesday 9th May, 25 rugby coaches will have the chance to attend an exclusive coaching masterclass at the Mitsubishi Motors England Rugby Training Centre at Pennyhill Park with England Rugby’s age grade coaches.
- VIP Viewing – on Saturday 9th June, we’re giving a select group of lucky fans the chance to watch the first test of England’s summer tour in South Africa in the home of England Rugby. The exclusive event will give fans unprecedented access to Twickenham stadium as they watch the game in the comfort of England Rugby’s home changing room.

Defibrillators in rugby clubs
NORTH MIDLANDS RFU / UNIVERSITY OF WORCESTER CHALLENGE CUP
We are seeking nominations from all North Midlands Clubs for their deserving younger charismatic members who are considered to be leaders or influential drivers within their age groups to experience and enjoy an inaugural outward-bound weekend organised in conjunction with the University of Worcester.
A schedule of the two arranged weekends and details of the relevant age groups are below for information as is a suggested ‘Kit List’. All food will be provided.
You are invited to forward the name of a Nominee (plus a designated reserve) with their contact details for each group together with a very brief attestation of the individuals contribution and worthiness to attend the weekend to Sarah Wild, North Midlands Administrative Assistant (nmrfuas@gmail.com) by 30th April 2018. Please ensure nominees are fully aware of the dates and that they will also be committing to a very busy and competitive weekend, albeit very enjoyable and rewarding.

Global Law Trials – tell us what you think

A number of Global Law Trials have been introduced by World Rugby since the beginning of the season and applied to all games at all levels in England since 1 August 2017.
These Global Law Trials are designed to support player welfare and make the Laws simpler to play and watch. The 17 variations can be grouped around some key themes:
- Time – how the game is ended after a penalty kick
- Tackle/ruck – what the tackler must do and how a ruck can be formed
- Advantage – where multiple infringements have occurred giving the non-offending team the choice of which they feel is the most advantageous to them
- Touch, in goal and mark – putting the emphasis on where the ball is when it is played
The RFU is reviewing their effect and wants you to help shape the game of the future by responding to a survey, which also gives you the chance to win one of five pairs of tickets to see England in a Quilter International this November. Please click here to provide your thoughts.

Dear All,
Re: New Law Book and Age-Grade Disciplinary Sanctions
As most of you are aware, on 1st January 2018 World Rugby introduced a new Law Book and updated discipline sanctions table.
The purpose of this change is to streamline the Laws of Rugby and to give a wider scope for acts of foul play to be dealt with effectively by Club, CB and National Discipline Panels when they occur. I attach a copy of the new Youth Rugby sanctions table, showing the old Law, the new Law and the updated sanctions for each offence.
This will assist all Clubs to ensure that they discipline their players correctly, using the right Law and the appropriate sanction.
This leads me to the second reason for my letter to you. As you know there are very few age- grade disciplinary incidents (in particular significant ones) whether in schools, colleges or clubs and, as a result, my workload is thankfully light. However, sometimes it is too light. Over the past few seasons, I have received fewer Red Card reports and these have always come from Society referees.
We are aware that it is increasingly difficult for the NMSRFR to appoint Society referees for junior club games. This means that many junior club games are refereed by club referees. A club referee has all of the powers of any rugby referee, including the power to send off a player for foul play. Where a club referee issues a red card it is important that they complete a sending off report (attached), which the club must send it to me within 48 hours.
Discipline is one of our core values. It is vital that we maintain the best standards of discipline in the game by ensuring that where foul play occurs, it is properly dealt with. Please ensure that your Junior Rugby officials and the referees that they appoint are aware of the important role that they play in keeping rugby safe and well-disciplined.

Please find attached the Calling Notice for the North Midlands RFU Annual General Meeting to be held at Dudley Kingswinford RFC at 7.30pm on Wednesday 28th June 2017.
This is an important event in the North Midlands RFU calendar, providing an opportunity to elect the Officers of the Union, and propose changes to the current rules.
I have attached a copy of the rules for you information and your club’s future reference.
The Officer position subject of election at the AGM in June are as follows;
- President
- Senior Vice President
- Junior Vice President
- Chairman
- Honorary Secretary
- Honorary Treasurer
- Constituent Body’s Representatives on the RFU Council
Additionally there will be an election for the following Management Committee posts (in addition to the Officers); – see Rule 13.8
- Playing Development Group Lead
- North Midlands Governance Lead
- Chair of Community Committee
- Chair of Welfare & Safeguarding
- A Past President
I do require signed nominations from members (see Rules 5 & 8 for definitions) not later than 31st May 2017 please. Further, the written consent of the nominee is also required.
I will publish an Agenda at least two weeks before the Annual General Meeting and will include full details of the business of the meeting

Edwardians Rugby Club are holding a Funday Sunday on 24th May starting at 1 pm.
Come for a brilliant day out with lots to do including fun and games, face painting, bouncy castles cartoon characters, candy floss & ice creams stands along with a BBQ and a Real Ale Bar and a Disco in the evening.
1 pm – Juniors Fun Fit session
2 pm – Mini and Junior fun and games including tag rugby, bulldog and tug of war
4 pm – Annual Malcolm Weller Memorial Veterans Tournament, 6/8 Team Knockout Tournament
7.45 pm – Edwardian FC vs Greater Birmingham XV

The Annual General Meeting of the North Midlands Rugby Football Union is to be held on 24 June 2015.
Attached is a copy of the rules, which are being currently amended to include the new position of Chairman; this position is effective from the date of the AGM in June 2015

GREATER BIRMINGHAM GIRLS RUGBY
On Sunday 24th May from 10am, Birmingham Exiles RFC will host another fantastic rugby opportunity for girls aged 10-17 years at Old Damson Lane, B92 9ED.
This opportunity will consist of FUN, conditioned games, skills carousel, specialist coaching from guest coaches within the Women and Girls Player Pathway along with an opportunity to see some of the best young talent in England.
10am: Registration & Meet n Greet
10.30am: Conditioned Games & Skills Carousel
11.30am: Specialist Coaching
Midday: Lunch followed by an opportunity to watch the 3rd round of the Women’s National Academy matches featuring Midlands, South East, North, South West.
As some of you are aware, the aim is to give Girls Rugby within Greater Birmingham an opportunity to come together and form a team at Under 18, Under 15 and Under 13 playing as one, enabling the girls to enjoy playing competitive and fun rugby and also to develop their own skills.
This event will be the first of many to be planned within Greater Birmingham RFU to assist in the development of Girls Rugby.

Structured season 2015-16 update
Please find attached the amended Midlands Structured Season for 2015-2016. This amendment has been necessary following the RFU Council’s decision on Friday to delay the implementation of the new structure for the leagues for a further twelve months to allow for further consultation with clubs. Whereas play offs were not necessary leading to the change in structure of the leagues they are now required in order to maintain the present structure.
Please discard the Midlands Structured Season for 2015-2016 (30-03-15) sent earlier and use the one sent today which is dated 20-04-15 in the bottom right hand corner. Sorry for any inconvenience caused.

- If you wish to book a course not on this list, this can be done using the usual Online process when the system becomes live again on 4 August.
